A heat pump is ultimately an air conditioner and a heater all in one.  This system moves hot air around in two different ways; pushing hot air inside (to warm the home) or pushing the hot air outside (to cool the home.) The appeal of a heat pump is that, in just one product, you have the capability to warm your home or cool your home depending on the weather and your desired temperature. With a heat pump, you would not need any other device to contribute to the overall temperature of your home.

Unlike a heat pump, an air condition can only pump heat one way: outside. The sole purpose of an air condition is to lower the temperature of the home without the capability of heating the home.  Most often an air conditioner is paired with a furnace.   The appeal of an air conditioner would be if your home rarely gets cold, or if you intend on using a furnace in the cooler months. The single purpose of an air conditioner is to cool the home.
